All of a sudden, the government has changed the investigation officer into the MLA K Raghurama Krishnam Raju’s case of custodial torture, during previous YCP regime. While Guntur Guntur Admin. Additional SP Ramana Murthy is suprevising the investigation into the complaint filed by him at Nagarampalem Police Station, the government has assigned the same to Prakasam SP Damodar.
Ramana Murthy was instructed to immediately hand over the case records to Prakasam SP. It may be recalled that Raghuram Krishnam Raju alleged that CID police used third degree against him while in their custody. Appointment of a SP level officer, that too from the neighboring district reflects the government’s seriousness in handling this case.
Vijaya Pal, the then investigating officer, approached the Supreme Court after the High Court denied him bail. The Apex court has issued orders not to take hasty steps. Meanwhile, the police recently summoned Vijaya Pal for questioning. But the government received complaints that the police did not act properly in interrogating Vijaya Paul.
There have been allegations that the police failed to arrest Vijaya Pal despite the high court’s denial of bail. After suspecting some laxity among the investigation team, the government has reportedly decided to change the investigation officer.
A key development took place in the case where the third degree was applied against the then Narasapuram MP Raghurama Krishnamraj. Vijay Paul, the then investigating officer in this case, was sued in the High Court. The court refused to grant him anticipatory bail.
Present TDP MLA and former YCP MP Raghuramakrishna Raju was allegedly tortured by Vijaypal in CID custody. Along with Vijayapal, the then Chief Minister YS Jaganmohan Reddy, CID DG Sunil Kumar and Guntur Government Hospital Superintendent Dr. Prabhavati names were also included as accused by the police.
Vijaypal petitioned the court for anticipatory bail in the case. After higher courts refused bail to him, it has created panic among other accused in the case.
