AP municipalities are now authorized to sanction lay-outs, building permissions giving a big relief to the real estate agents and construction investors, who are fed up with the current system for granting building and layout permits by the Urban Development Authorities.
The government has decided to give the power to grant building and layout permits only to urban local bodies and to give the responsibility of project development to urban development authorities. Accordingly, on Friday, a gazette was issued stating that the previously existing AP Building Construction Rules-2017 and AP Land Development Rules-2017 are being amended.
It has been decided to create an app in this regard. It is expected that this will boost building construction and the real estate sector in the state. Till now, except for Visakhapatnam and Vijayawada Municipal Corporations, there are some restrictions in granting permissions for building constructions and layouts in the remaining corporations, municipalities and city panchayats.
Applications for permissions for large buildings and layouts of large areas are being sent to the urban development authorities through the urban local bodies. In addition to the delay in getting permission for them, applicants are facing problems due to illegal collections from both the urban local bodies and the urban development authorities.
Since the urban people are facing difficulty in getting permissions from two places and the cost is also high at both places, the state government has decided to simplify this system. The decision to bring a law in this regard was taken in the last cabinet with the recommendations of the municipal department.
The cabinet meeting held on 2nd of this month approved the bringing of an ordinance in this regard. The ordinance was released on Friday. More urban development authorities were formed during the YSRCP regime.
During the previous regime, MLAs and authority chairmen in our state collected huge sums from the people by giving special powers to urban development authorities. YCP activists, corporators, MLAs and ministers used to play a key role in granting building permits and releasing TDR bonds. They made huge sums of money.
