At a time the coalition government in Andhra Pradesh led by Chandrababu Naidu moving fast on the construction of capital city Amaravati, which was stalled during last five years of Jaganmohan Reddy’s regime, the former CBI Joint Director Lakshmi Narayana has put forward key suggestions to ensure transparency and accountability in the exercise.
He suggested forming a committee for the construction of the capital city so that every rupee spent on the capital should be accounted for and the purpose for which it is being spent should be meaningful. He reminded that Chief Minister Chandrababu Naidu has been saying that he is focusing on the construction of the capital city of Amaravati and the completion of the Polavaram project.
He said that if people want to come and live in any city, work should be done to meet their financial needs and job opportunities should be created. He said that the extent of employment in the name of new cities should be estimated. Moreover, he wanted clarity on the height of the Polavaram project. He wanted the DSC, which the unemployed have been waiting for for years, to be announced immediately.
Welcoming Chandrababu Naidu’s initiatives to mobilise public participation in development through the P4 program, Lakshmi Narayana said that first political leaders and parties should contribute in this programme, before asking donors. He especially wanted MLAs and MPs to be partners in the P4 announced by the Chief Minister of Ugadi.
He suggested that 10 percent of the money mentioned in the affidavits submitted by them during the election should be contributed towards P-4. Likewise, he said that all political parties should contribute the amount they received in the form of electoral bonds towards P-4.
The former CBI officer made it clear that there is no meaning in YSRCP chief Jaganmohan Reddy’s adamant attitude of not attending the assembly as he was denied opposition status. He said that if 18 seats are won, opposition status will come.
He said that it is not an excuse for YSRCP chief Jaganmohan Reddy, who won 11 seats, to come to the assembly only if opposition status is given, and he asked that every elected MLA should come to the assembly and devote full time. He also asked the ruling party to work to resolve the issues that came to the attention of the assembly.
