Former AP CID chief PV Sunil Kumar suspended on His Foreign Trips without prior permission

The AP government has suspended Senior IPS officer and former AP CID chief PV Sunil Kumar, who is in the rank of DGP. An order was issued to this effect by Chief Secretary Vijayanand. IPS officer PV Sunil Kumar, who is in the rank of DGP, is accused of making several foreign trips without prior permission.

The government has appointed an an inquiry committee headed by Special Chief Secretary of the Revenue Department RP Sisodia, in the wake of allegations that Sunil Kumar did not take permission from the government when he went abroad, and despite taking permission for some other trips, Sunil traveled there contrary to the travel plan.

There are allegations that Sunil Kumar violated the All India Service Rules by going abroad several times between 2020 and 2024 without government permission. A charge was also registered against Sunil for acting against the All India Service Employees Code of Conduct. At this juncture, the government unexpectedly suspended IPS officer PV Sunil Kumar.

Sunil Kumar traveled to Dubai after obtaining permission to visit Georgia in February 2024 and deviating from the details given to the government. On September 2, 2023, Sunil Kumar secretly traveled to Sweden from Hyderabad on Emirates flight EK 525 without government permission and returned to Hyderabad on September 11, 2023 on Emirates flight EK 526.

On February 1, 2023, he traveled to America from Hyderabad via Dubai on EK 525 flight and returned from America to Hyderabad via Dubai on February 28, 2023 on EK 524 flight. However, no permission was taken from the government for this trip. From December 14, 2022 to December 19, 2022, he traveled to Dubai after obtaining permission to visit Georgia.

On October 2, 2021, he flew from Hyderabad to Dubai on flight EK 525 and returned to Hyderabad on October 10 on flight EK 524. This trip did not have government permission.  From December 21, 2019 to January 4, 2020, he traveled to the United Kingdom in violation of the permission granted to him to travel to the United States.

There were also many other allegations against Sunil Kumar in the past as well. When he was DG, there were allegations that he used third degree on the then Narasapuram MP and presently AP Deputy Speaker Raghurama Krishnam Raju. This was also confirmed by the Secunderabad Army Hospital. Also, he was allegedly instrument in the arrest of several TDP activists and the use of third degree torture on them.

Earlier, a case was registered against him at the Guntur Nagarampalem police station. The police registered this case based on the complaint of Deputy Speaker Raghurama Krishnamraju alleging custodial torture. Investigation is ongoing. It is known that Sunil Kumar was transferred in the first days of the coalition government coming to power. He did not get a posting. He is currently waiting for posting.
