The reportedly recommendation of the Telangana Cabinet Sub-Committee on `Rythu Bharosa’ to seek fresh applications for selection of beneficiaries has been sending shocking waves among farmers. They are panicking with the decision to distribute investment assistance to farmers based on the applications.
The Cabinet Sub-Committee headed by Deputy Chief Minister Mallu Bhatti Vikramarka met at the Secretariat on Thursday. Ministers Tummala Nageswara Rao, Ponguleti Srinivas Reddy, Duddilla Sridhar Babu and Komatireddy Venkat Reddy participated in the meeting.
It was revealed that it had been decided to take applications from every farmer by holding gram sabhas on the 5th, 6th and 7th of this month and receive applications from farmers. A final decision will be taken at the cabinet meeting to be held on 4th.
Details like how many acres of land does the farmer have? How many acres of this crop was cultivated? Which crop was cultivated in how many acres? Will be taken directly from the farmers through the application. Thus, it has been decided to extend `Rythu Bharosaa’ only to those farmers who have cultivated the crop.
Farmers are expressing fears about the decision of the cabinet sub-committee to take applications from farmers for farmer assurance. They are questioning why there is a need to take a new application now, which has not been done for the last six years?
Even though the government has land details and crop cultivation details, why is this farce being discussed again? Will `Rythu Bharosa’ be given on the basis of the application in the end? Or will it be given on the basis of the crop survey conducted by the government? They are demanding some clarity.
In fact, the government is conducting a crop registration survey through AEOs at the field level for the calculation of cultivated land. In addition, the Congress government has also decided to conduct a separate satellite survey. In either of these methods, the cultivation figures will be known.
In such a case, it is being argued that there is no point in taking applications from farmers again and collecting crop details. Moreover, taking applications only during three days also makes a large number of farmers impossible to apply.
It may be recalled that several small and marginal farmers used to reside in Hyderabad and other cities with small businesses. Daughters own some lands given by parents, and reside at their in-law places. For such people, mostly having half an acre to two acres, to come to their village to apply will become a difficult task.
