Due to confusion and strong discontent in the selection of beneficiaries, the Revanth Reddy government has temporarily shelved the Rajiv Yuva Vikasam scheme. After the local body elections, it has decided to select the beneficiaries in the gram sabhas themselves.
While 16,27,584 people belonging to SC, ST, BC, minority and EBC communities applied for the Rajiv Yuva Vikasam scheme, the government has sanctioned 4,93,234 units. In the first phase, it was planned to start with units under Rs. 50,000 and eventually provide units of Rs. 4 lakh. In fact, the government had announced that it would distribute them to the beneficiaries on June 2, the state formation day.
However, the selection process of beneficiaries has stalled as banks have insisted on giving priority to CIBIL score and local Congress leaders have insisted on giving them to party workers. The youth are angry as the government is extending the scheme upto 60 years old.
On the other hand, the government has imposed many conditions for the selection of beneficiaries. In addition, allegations have been made that only those named by the MLAs are being selected and that only the bribes and Congress workers are being given a big seat. In this context, the announcement by Chief Minister Revanth Reddy that the scheme is being postponed to make the selection completely transparent indicates the seriousness of the situation.
More than 50 percent of applicants are related to units worth Rs. 4 lakh. There are more than 10 lakh people who have already applied for Dalit Bandhu, BC Bandhu and Tricar loans and are waiting. It is a situation where loans cannot be given to all of them. The government is also afraid that if it is given to one, ten people will turn away.
In this context, top officials and party sources have revealed that the government decided to move forward on this only after conducting local body elections. On the other hand, officials are scratching their heads, not understanding how to conduct the selection process in gram sabhas. Because, except for the Rs. 50 thousand unit under this scheme, all the remaining units are bank linkage loans.
After the government subsidy, the remaining amount has to be sanctioned by the banks as a loan. In this context, the banks are carefully examining the CIBIL score of the applicants and selecting only those who meet the rules. However, local Congress leaders are insisting on giving only to those they say.
This has led to a situation where the selection process of the beneficiaries is not moving forward. Officials are scratching their heads, saying that selection in gram sabhas means too much political interference, which is even more difficult.
