Chief Minister Nara Chandrababu Naidu has become serious about the abnormal delay in clearance of files and instructed the officials to increase the speed of clearance of files and that non-financial files should not be pending.
A day-long conference was held with ministers and secretaries at the Secretariat on Tuesday to review the performance of nine months of the coalition government.
Speaking on the occasion, the CM said that the process of clearance of files in the e-office should be expedited. RTGS CEO K. Dinesh Kumar gave a presentation on the process of clearance of e-office files in various departments. The Chief MInister said that the secretaries and heads of departments should review the reasons for the delay in clearing files in some places.
He said that the reasons for the delay should be identified and eliminated and the files should be resolved quickly. He said that there are two types of files- financial and non-financial, and that the files should not be pending under any circumstances in the resolution of non-financial files.
In case of financial files, the budget of the respective departments should be reviewed quickly. He deplored that some officials in some departments are keeping files with them for six months or a year, which is not the right method. RTGS CEO Dinesh Kumar explained that files are being cleared in three days on average in some government departments, while files are being delayed in some other departments.
Meanwhile, Chandrababu Naidu advised the officials that only then the government will get a good name if the officials and staff listen patiently to the people when they come to them about their grievances and problems. The CM expressed concern that some officials and staff in the government are getting a bad name because of the way they treat the people.
Stating that two days time is given for distribution of pensions, but he deplored that there are complaints of misbehaving with beneficiaries. He cautioned that due to such things, even if we are doing good, there is a possibility of getting a bad name among the people. He suggested that there should be a change in the behavior first.
The CM said that we should all remember that we are responsible to the people and everyone should have the feeling that we are there to serve the people. He said that if there is an attitude of ‘mine is the boss’ here, the way to solve the problems will be different.
