The Chandrababu Naidu-led coalition government in the state has initiated a hectic exercise towards the implementation of Swarnandhra Vision-2047. Chief Minister Chandrababu Naidu has already conducted a series of review meetings. As part of this, it has already identified surplus staff in village and ward secretariats. It intends to use them as vision implementation machinery (aspirational functionaries) at the field level.
According to reliable information, the government has calculated that there are 15,498 surplus employees across the state. Of this, 12,126 are in village secretariats and 3,372 are in ward secretariats. The largest number of surplus employees in village secretariats are surveyors (grade-3) 4,722, village women police 2,107, VROs 2,899, and ward planning and regulation secretaries 1,336.
The maximum number of ward revenue secretaries (1,006) and ward and planning regulation secretaries (1,336) also have been identified as surplus staff in ward secretariats. The government intends to utilize the eligible staff among them for ‘Swarnandhra Vision-2047’ duties. It is reported that in the first phase, it has been decided to assign vision responsibilities to five staff members for each constituency.
It is said that their main task will be to monitor the implementation of vision goals at the field level and make necessary suggestions for this. It is learnt that guidelines are being prepared so that government orders can be implemented even in remote villages.
According to reliable information, the ‘Swarnandhra Vision 2047’ implementation process will start at the field level from the end of March, 2025 itself. The Planning Department has already asked the Secretariat Department to provide the details of those who have already been identified as surplus employees.
Officials say that among the surplus employees, those with higher educational qualifications such as B.Tech and M.Tech, as well as those with knowledge of artificial intelligence and green energy, will be identified and utilized to implement the vision.
