Andhra Pradesh To End Current Liquor Policy, New Framework Set For October

Andhra Pradesh is set to conclude its current liquor policy by the end of this month. A cabinet sub-committee tasked with developing a new liquor policy presented its report to Chief Minister Chandrababu Naidu today. The new proposals are expected to be discussed in the cabinet meeting scheduled for tomorrow, according to N. Manohar, a member of the sub-committee.

The revised liquor policy will come into effect on October 1. Excise Minister Kolu Ravindra announced that the new policy will ensure the sale of quality liquor at lower prices and allocate 10% of liquor stores to first-time distillers. Under the new policy, wine shop licenses will be distributed through a lottery system, with collectors responsible for the allocation. Additionally, taxes on liquor will be adjusted.

Minister Ravindra criticized the previous government for its handling of the excise department, alleging that it led to the department’s downfall and established a task force to manage illegal liquor operations. He accused the former administration of restricting government liquor stores to certain brands and claimed they exploited the public under the pretext of liquor regulation. Ravindra also alleged that the previous government appointed unqualified individuals to the excise department, negatively impacting public health with counterfeit liquor brands. He further accused the YCP of monopolizing distilleries for specific brands, resulting in a loss of ₹19,000 crores to the state treasury.

Chandrababu decided to complete pending works in MIG layouts to make own house dream real

Chief Minister Chandrababu Naidu has decided to complete pending works in the MIG layouts, started by the previous government, but stopped incomplete, so as to realize the dream of middle class families in the state to own a house.

Those who have already paid the installment amounts will complete the registration process and hand over the plots without any loss. Also, it was decided to collect installment amounts from the remaining applicants and allocate plots.

The previous YCP government had arranged the one MIG layout for each constituency in the name of Jagananna Smart Township to allocate houses to the middle income groups at affordable prices. It is planned to set up layouts at a distance of 3 km from the town across the state.

But it failed to move forward with the non-availability of government land in the state and acquisition of private land has become a burden. With this, if a total of 175 layouts were planned, it was limited to only 36 in the end. Out of these 36 layouts, only six layouts have been marked, but other facilities like roads, canals, and drinking water have not been fully provided.

Also a lottery was taken to allot plots to the applicants but no registration was done. Due to this, the people who showed interest in the plots in the beginning, then did not come forward to pay the instalments. This project continuation led to a dilemma with the change of the government.

Now, the name of Jagananna Smart Township has already been changed to NTR Smart Township. Officials are preparing the lists of beneficiaries who have paid installment amounts according to layouts in the state. After completing the pending works in the layouts, the urban development organizations will register the plots for all of them.

Moreover, applications were received by dividing the plots into three categories based on the area. Earlier MIG layouts in Visakhapatnam, Kakinada, Rajamahendravaram, Vijayawada, Nellore, Kadapa, Kurnool and Anantapur have received good response. In each city 13,000 to 19,000 applications were received.

Mamata Accepts protesting Doctors’ Demands

West Bengal Chief Minister Mamata Banerjee and protesting junior doctors on Monday held a meeting after resolving the deadlock. The first round of talk lasted for nearly 2 hours at Mamata’s residence, followed by another two-and-a-half hours of finalising minutes of meetings.

In the meeting, Mamata accepted the protesting medic’s demands and decided to remove Kolkata Police Commissioner Vineet Goyal. Goyal will resign at 4 pm on Tuesday. After the meeting, Mamata Banerjee said that the talks yielded positive results. She said that Goyal is also ready to resign from his post.

During the meeting, doctors also demanded the removal of the Director of Medical Education (DME), DHS and the Health Secretary. CM Mamata accepted the demand and removed DME, DHS from their posts.  She said that she talked to everyone separately and she believes that the doctors should return to work.

Notably, after many invitations by the government, the medics decided to meet CM Mamata on Monday. The junior medics of RG Kar Hospital, who left work demanding justice for the Kolkata rape-murder case victim put conditions for the meeting. Their condition of noting minutes of the meeting was accepted by the Chief Secretary, following which, the doctors met CM Banerjee.

The latest talk comes after four unsuccessful bids to initiate a dialogue to resolve the deadlock. The delegation of around 30 junior doctors was escorted by a pilot police vehicle to Banerjee’s residence at 6.20 pm. The meeting, which was originally scheduled at 5 pm, began around 7 pm.

However, the agitating junior doctors on Monday night said they would continue with their ‘cease work’ and demonstration till all the promises made to them by West Bengal Chief Minister Mamata Banerjee over their demands materialise.

They  also hailed Banerjee’s announcement about removing Kolkata Police Commissioner Vineet Goyal from the post, describing it as their moral victory.

“We will continue with our cease work and demonstration here at the ‘Swasthya Bhavan’ (health department headquarters) till the promises made by the CM materialise. We also look forward to Tuesday’s hearing in the Supreme Court in connection with the RG Kar rape-murder case,” one of the agitating doctors said.

The junior doctors said they would hold a meeting after the hearing on Tuesday, and take a call on their ‘cease work’ and demonstration.

Congress High-command Ignores Revanth’s Rjjiv Gandhi statue Unveiling

“We will unveil the statue of Rajiv Gandhi with the hands of Sonia Gandhi. The unveiling of the statue will be held among lakhs of Rajiv Gandhi fans”. These were the comments made by Chief Minister Revanth Reddy during the Bhoomi Puja for the statue of Rajiv Gandhi in front of the Secretariat on February 14 this year.

But on Monday, CM Revanth Reddy unveiled the statue of Rajiv Gandhi in a hurry and without time and context. None of the party top leaders, including Sonia Gandhi, Rahul Gandhi, Mallikharjun Kharge and Priyanka Gandhi, chose away from the unveiling of the former prime minister’s statue.

The move, which has triggered different speculations within Congress State unit itself, came after the party’s entire high-command kept away, despite Revath Reddy and IT Minister D Sridhar Babu personally meeting Kharge at New Delhi and inviting him to the function on August 16.

The function was actually scheduled for August 20, coinciding the former prime minister’s birth anniversary. However, that was postponed for nearly a month, and when it finally happened, except for AICC Telangana incharge Deepadas Munshi, not many national leaders turned up for the programme. Atleast, no one greeted the occasion on Twitter.

Congress high-command is said to have distanced itself to the event after the BRS has come out vociferously against the installation of Rajiv Gandhi’s statue in front of the Secretariat in the place which was originally intended for `Telugu Thalli’ statue. Opposing the Congress government’s decision, the BRS has decided to organise State-wide protests on Tuesday.

Congress circles wonder over the non-response from Sonia Gandhi and Rahul Gandhi, even after Revanth Reddy met them at least four times in recent times and personally invited them. But, they reportedly never showed interest to respond to his invitation. As a section of the party leadership in the state was also opposing Revanth Reddy’s unilateral decision in this regard, party high-command said to be not happy with it.

Lokesh, Jagan tweet war on CBSE cancellation

Education Minister Nara Lokesh and former chief minister YS Jaganmohan Reddy have locked up in a twitter war on cancellation of CBSE in government schools. Lokesh gave a strong counter to YS Jagan’s tweet saying the present government has proved as anti-poor by canceling CBSE in government schools.

In a counter tweet, Nara Lokesh said that it is strange that Jagan is giving a lecture about the education department, who does not know what he has read and where he has read it.

He deplored that because of the decision taken in the morning after talking to the spirits of the night without the slightest understanding, the education of students studying in 1,000 government schools has become a curse.

He objected that the future of 75,000 students studying in class 10 has become questionable due to the increase in capacity required to write exams in the CBSE system and changing the examination system without giving any training to the teachers.

Lokesh clarified that he will bring changes in the examination system from the 6th class of the next academic year after discussing with the experts instead of with the souls and preparing them to write the exams in CBSE.

Disputing the claims of the previous government that they have changed the face of schools, he demanded an answer as to why the number of students studying in government schools has decreased. Earlier, YS Jagan had tweeted about the CBSE policy and said that with the cancellation of CBSE in government schools, you have once again proved that you are anti-poor.

Jagan, who is alleging bringing down the quality of education, said that Chandrababu Naidu as Chief Minister and Nara Lokesh as Minister of Education are taking the government schools back to the beginning with regressive decisions. “You want to provide the best education to the children in your homes, but why is there discrimination in the case of government school children?”, he asked.

Atishi To Be Next Delhi Chief Minister

In their legislative meeting on Tuesday, the Aam Aadmi Party (AAP) MLAs elected Atishi as their leader, which effectively means she will become the new Chief Minister of Delhi. Atishi is expected to take the oath of office at around 4:30 pm on Tuesday, following Arvind Kejriwal’s resignation to the Delhi Lieutenant Governor.

Atishi holds the highest number of portfolios including Education, Finance, Revenue, Law. Recently, the CM had nominated her to hoist the Tricolour on Independence Day in his stead. However, it was rejected and the L-G nominated Gahlot to do so.

“Atishi has a good rapport with officials and knows how to get work done,” a party source had stated earlier. Earlier, Kejriwal had ruled out the possibility of former deputy chief minister and AAP second-in-command Manish Sisodia taking over.

Atishi, a close aide of Arvind Kejriwal, will be the third women chief Minister of Delhi and eight Chief Ministers of national capital.  The party added that the Delhi Assembly will be convened on September 26 and 27. Ahead of the legislative party meeting, Delhi minister Saurabh Bharadwaj had ruled out the possibility of Sunita Kejriwal replacing her husband.

After being released from Tihar jail on bail in the excise policy case, the AAP national convenor said on Sunday that he would resign within 48 hours and sought early polls in Delhi. He vowed not to sit in the chief minister’s chair till people gave him a “certificate of honesty”.

AAP convener Arvind Kejriwal on Monday held “one on one” meeting with party leaders during the Political Affairs Committee over the name of a new Delhi chief minister.

Kejriwal will meet Lt Governor VK Saxena at 4:30 pm on Tuesday, during which he is likely to tender his resignation. Saxena has given Kejriwal an appointment for a meeting at 4:30 pm on Tuesday, official sources said on Monday.

AAP had earlier said Kejriwal sought time for a meeting with the lieutenant governor on Tuesday and was likely to tender his resignation. The AAP supremo had said he would become chief minister and Manish Sisodia his deputy “only when people say we are honest”.

Supreme Court stops Bulldozer Demolitions Across India Until October 1

The Supreme Court on Tuesday directed that no demolition of property anywhere in India will take place without the permission of the court till October 1, the next date of hearing but clarified that this order will not be applicable to any unauthorised construction on public roads, footpaths, among others.

The apex court said it would formulate directives on when and how properties can be demolished under the municipal laws of the land.
The Supreme Court bench comprising Justices Hrishikesh Roy, Sudhanshu Dhulia, and SVN Bhatti had observed that such demolition threats are inconceivable in a country where the law is supreme.

On September 12, the apex court made a strong observation on ‘bulldozer justice’ while hearing a petition of a person from Gujarat. The Supreme Court said a bulldozer cannot be run on a person’s house just because he is an accused in a case.

“It is the court’s job to decide whether the accused is guilty or not. This country is ruled by law, a person’s mistake cannot be punished by taking action against his family or demolishing his house,” the apex court asserted.

The top court said that the court cannot ignore such bulldozer action. Allowing such action to happen would be like running a bulldozer on the rule of law, it added.

“In a country where actions of the State are governed by the rule of law, the transgression by a family member cannot invite action against other members of the family or their legally-constructed residence. Alleged involvement in crime is no ground for the demolition of a property,” the bench observed.

“We are on broad guidelines so that there is no bulldozer tomorrow and so that it is documented and checked so that neither side points to any lacunae…Why cannot some guidelines be passed so that it is followed? There can be notice, time to file a reply, time to pursue other legal remedies and then the demolition…we want to resolve this on a pan-India basis,” it added.

Revanth Reddy Became First CM To participate In Ganesh Nimajjanam

The Chief Minister has created history by emerging as the first Chief Minister to participate in Ganesh Nimajjanam in Hyderabad city. For the first time, he participated, extended welcome to famous Khairatabad Ganapathi, on its way to immersion and inspected the arrangements for the immersion on the ground.

After participating in the Prajapalana Day celebrations held at Public Gardens, he directly reached Tankbund NTR Marg from there. An inspection was conducted at Crane No. 4 where Khairatabad’s Mahaganapati immersion takes place. From there they watched immersion programs in Hussain Sagar.

The Chief Minister personally reviewed the setup of cranes and other equipment at the visarjan sites. He engaged with crane operators and staff, advising them to work in three shifts to ensure that the staff could take regular breaks and maintain efficiency throughout the process. Reddy also interacted with the devotees who came for the immersion, offering them words of encouragement and issuing necessary instructions to the officials.

The ‘Shobha Yatra’ of the 70 ft-tall Ganesh idol of the famous pandal at Khairatabad, a major attraction during the Ganesh Chaturthi in Hyderabad, which began on Tuesday morning concluded around 1.45 pm with the immersion of the giant idol in Hussain Sagar. As per the planned schedule, the immersion was done from crane No.4 installed at NTR Marg, within a record time of 10 minutes.

Meanwhile, the immersion of thousands of Lord Ganesh idols in water bodies, following the conclusion of nine-day Ganesh Chaturthi festivities, began on a grand scale on Tuesday morning. An estimated one lakh idols are expected to be immersed in water bodies this year in the city. The administration has made elaborate arrangements for the immersion of the idols.

The immersion in the Greater Hyderabad Municipal Corporation (GHMC) limits would be supervised with 733 CCTV cameras and a total of 15,000 personnel, including sanitation, engineering and others, would work in three shifts for 24 hours for the immersion event. As many as 468 cranes have already been set up for the immersion.

Telangana DGP Jitender said that this year Ganesh nimajjanam is going on in a peaceful environment. He said that coordination meeting levels were held twice with different religious leaders.

Around 25,000 police personnel would be deployed as part of the security arrangements for the Ganesh idols immersion. The Hyderabad Traffic Police have already put in place traffic restrictions for the smooth conduct of the nimmajan of idols, which is expected to go on for 24 hours.
