The AP government has taken the implementation of Swarnandhra Vision-2047 seriously. The government that is yet to formally finalize tasks to Ward and Village secretaries, appointed during the previous government regime, is now contemplating to involve them in this crucial task.
As part of this, the government has recently formed committees at the district and constituency levels for the implementation of the vision. In this, responsibilities have been assigned to the secretaries of the secretariats. The district in-charge minister will supervise the implementation responsibilities at the district level.
The members of the district committee will be Lok Sabha and Rajya Sabha MPs, MLAs, MPs, ZP chairman, and mayors of municipal corporations. The government has stated that the local MLA will be the chairman of the constituency unit, the MPDO convener at the constituency headquarters, the MLC, municipal chairperson, RDO, and other municipal commissioners will be members.
The government is acting strategically in the finalization of the responsibilities of the ward and village secretariats established during the Jagan regime. The services of volunteers are not available at present. It is not yet clear whether they will be given the opportunity in the future or not.
At the same time, the government, which is distributing pensions to the employees of ward and village secretariats, has recently entrusted this key responsibility. The government has decided to entrust the responsibility of implementing this Vision-2047 to the secretaries of village and ward secretariats.
In the orders issued to this extent, it has been stated that some of those currently working across the state will be selected for the implementation of this policy. 875 people will be selected, five for each constituency in the 175 constituencies of the state.
Those with degree qualifications in statistics, accounting, economics, commerce, computer science, MBA, public administration, political science, agriculture and engineering have been decided to be eligible to work in the constituencies.
The government intends to use 130 people with special responsibilities and five per district for the implementation of the district-level vision. The government has decided to select and use 70 people, two per department, in various government departments and another 25 secretaries in planning departments.
The secretaries selected for these duties will have to work in the areas and departments assigned to them on duty. They will be continued on a rotating basis for a year. Similarly, secretaries working in four departments will be used for the vision.
Women police, survey assistant, revenue secretary, and planning regulation secretaries will be used for the vision. The government has clarified in its orders that the responsibility of selecting these personnel will be entrusted to the collector.
