Amaravati: The Andhra Pradesh coalition government has announced significant relief for electricity consumers by reducing the burden of additional charges imposed by the previous administration. Approximately ₹923.55 crore collected under the True-Up mechanism during the YSRCP government’s tenure will now be waived, APERC confirmed in orders issued on Saturday. The adjustment will be reflected in consumer electricity bills from November 2025 through October 2026.
State electricity officials explained that the True-Down adjustment aims to benefit consumers who had been paying extra charges under the True-Up system over the past five years. For the financial year 2024-25, DISCOMs submitted ₹2,758.76 crore for True-Up, while APERC approved only ₹1,863.64 crore.
DISCOMs had already collected ₹2,787 crore from consumers. APERC has directed that ₹1,863.64 crore be sanctioned and the remaining ₹923.55 crore be refunded through the True-Down mechanism. This adjustment will provide consumers with a benefit of 13 paise per unit, ensuring fair billing and reducing the financial burden on households.

True-Up represents an increase in charges to cover higher operational costs, while True-Down is a mechanism to adjust and reduce charges when actual expenses are lower than the amount collected. This ensures transparency and fairness in electricity billing for consumers.
