The Andhra Pradesh Cabinet approved the rationalization of village and ward secretariat employees in its meeting held on Friday. The Cabinet meeting chaired by Chief Minister Nara Chandrababu Naidu also gave the green signal for the establishment of Real Time Governance (RTGS) in village and ward secretariats.
It is known that CM Chandrababu recently decided to rationalize the employees working in village and ward secretariats. Currently, some secretariats have more staff. In some places, they are less. In this context, it was decided to rationalize. The AP government is taking steps to ensure that there is one secretariat for at least 2500 people.
It is also known that the government has decided to divide the village and ward secretariat employees into three categories. Officials have proposed to divide them into multipurpose functionaries, technical functionaries and aspirational secretaries.
Under the Multipurpose Functionaries Department, the village secretariat will have Panchayat Secretaries, Welfare and Education Assistants, Village Women Police, and Digital Assistant. It has been proposed that the ward secretariat will have Ward Administration Secretary, Welfare and Development Secretary, Education and Data Processing Secretary, and Ward Women Welfare Secretary.
Under the second department, the Technical Functionaries Department, the village secretariat will have a Village Revenue Officer, ANM, Engineering Assistant, Survey Assistants, Energy Assistant, Agriculture Secretary, and Animal Husbandry Secretary.
The officials have proposed that the ward secretariat will have a Ward Revenue Secretary, Sanitation Secretary, Energy Secretary, Infrastructure Secretary, Health Secretary, and Planning Secretary. The officials have also proposed that these should be appointed on the basis of population.
It was also proposed to train those secretariat employees who are knowledgeable about technology and appoint them as aspirational secretaries. On the other hand, the government has decided to set up RTGS in village and ward secretariats to ensure that complete information is available to the people. These proposals were also approved in the cabinet meeting.
