APPSC panel suggests To conduct All Recruitment Tests offline only

The special committee formed for reforms in the APPSC has stated in its final report that 272 types of posts in state government departments should be divided into technical services and non-technical categories and recruitment should be undertaken. It also suggested that all these recruitment tests should be conducted offline.

It included Group-1, Group-2, and services in the non-technical category. It also suggested that engineering and technical assistant posts should be kept under A, B, and C categories in technical services. It recommended to the government to fill up A and B categories in AP Teaching Services and other posts in AP Technical Services.

Currently, the recruitment of Group-1, Group-2, Group-3, college teachers, engineering, and other posts is being done separately. In this context, the committee studied the recruitment made by APPSC, the examination system, the re-grouping of posts in the proposals and other issues following the government’s orders.

It visited the offices of UPSC, Kerala, Rajasthan and Bihar Public Service Commissions in Delhi and reviewed the activities there.  It stated that the recruitment of posts in government departments should be done through APPSC. However, at present some departments are recruiting on their own.

The ‘panel year’ should start every year from September 1. Unit officers of government departments should send the details of vacancies online by August 31. The permission of the Finance Department is not required for filling the sanctioned posts. The exercise should start in June. Accordingly, the APPSC ‘job calendar’ should be finalized.

The recruitment should be completed by December of the next year. The candidates selected by the commission should be given appointment orders by March. The current pattern of appointments is worrying. Due to the negligence of the departments, the issuance of notifications and filling of posts is not being done in a systematic manner. But in Kerala, Rajasthan Public Service Commissions and UPSC, the issuance of notifications and appointments are being done in a systematic manner.
